This report describes the process used to impute values for missing establishment and plan characteristics for the Insurance Component of the Medical Expenditure Panel Survey that are currently imputed but were not imputed for the 1996 Insurance Component. The process involves four types of cases: list sample, private sector; list sample, government; household sample, private sector; and household sample, government. The description includes preparation of the data, selection of the donors, and use of donor and other information to create the item for the recipient.
